Residents in Phoenix's Willo Historic District facing fines for walls higher than 6 feet

Neighbors in the Willo Historic District say they're facing fines from the city of Phoenix because their walls are higher than six feet. After some have lived there for decades, this is the first they're hearing of the height requirement.
