Tempe shuts down A-Z Hugs Sunday picnics

The city of Tempe is shutting down a weekly picnic for the homeless until the organizer purchases a $500 six-month permit. The city is calling it a safety issue, but the organization says it's just another hurdle in helping the homeless.
