Child, man dead following South Phoenix shooting: police

Phoenix Police are investigating a shooting that left a child and a man dead, a mother seriously hurt, and another child in stable condition on Saturday afternoon.

What we know:

At 2:45 p.m. on Nov. 22, police responded to the Lowe’s parking lot off 19th Avenue and Baseline Road after a physical fight escalated to a shooting.

Police immediately detained the driver, identified on Nov. 23 as 28-year-old Tyrone Dee Chilly, who had fired shots into another car with kids inside. 

Officers said four victims inside an SUV were shot, including two children.  The man driving, identified as 30-year-old Quincy Jay Polk, was confirmed dead, while a woman suffered at least one gunshot wound, and was taken to a nearby hospital in critical condition. 

Two of the three children in the backseat of the SUV were shot. One child was taken to the hospital in "extremely critical condition," while the other suffered non-life-threatening injuries, police said. The third child was not struck.

On Nov. 23, Phoenix Police said one of the children— identified as 8-year-old Envy Cardenas, has died.

The backstory:

Police said there was some kind of dispute between the driver of a gray Dodge and the victims in a white SUV that escalated into a physical fight, as they were about to leave the parking lot north of 7550 South 19th Avenue. Both the suspect and victims retreated and went back to their vehicles. 

That's when the suspect pulled a gun and fired several shots into the SUV, killing the male driver and injuring the other three victims. 

According to police, witnesses saw the woman pull out her own gun and fire back at the suspect. The suspect was taken to the hospital for unrelated health issues and was held overnight.

What they're saying:

A man who was across the street in the McDonalds drive thru with his children when he heard the gunshots.

"I heard maybe three to four gunshots go off. And I look up and I see a guy just shooting, just aiming towards the white vehicle there. I immediately turn around, tell my kids to get out of the vehicle behind me. I put them on the other side of the vehicle and then I called 911. As I looked up, he was still shooting. So maybe eight to 10 shots that I saw," a witness said. "It was scary especially as a father, you got your kids there, you're at McDonald's, you're in public. You're supposed to be safe. Someone shouldn't have a gun in the middle of nowhere."

Sergeant Brian Bower with Phoenix Police said even some bystanders' cars were hit by gunfire.

"A couple of the vehicles from the witnesses, they were struck by this gunfire that occurred. They are safe. There's nobody else that is injured besides the people that I have previously mentioned. But these are frightening times for everybody involved," Sgt. Bower said. 

What we don't know:

It’s still unclear if the two drivers knew each other.

What's next:

Chilly was booked into jail on multiple charges related to the incident, including two counts of murder, along with several charges of aggravated assault and endangerment. 

Detectives are still watching surveillance footage and trying to piece together what started the incident.
