The alleged suspect fled the scene on foot but was found nearby and detained.
"Detectives responded to investigate the incident. During their initial investigation, detectives learned both men were involved in a verbal argument prior to the shooting," Sgt. Phil Krynsky said. "The suspect shot Woodard and left before police arrived. The suspect participated in an interview and provided a self-defense claim. He was later released."
The suspect was not identified.
Police say a charging decision on the shooting will be made following the investigation.
