Driver cited for driving with mannequin in HOV lane

PHOENIX (KSAZ) - A driver was busted by authorities along a Phoenix freeway for driving with a mannequin in the HOV lane. The Arizona Department of Public Safety tweeted out a photo showing a mannequin in the passenger seat of a car that was traveling along Loop 202 near Van Buren in the HOV lane.
