Politicians target Arizona's undecided voters

One reason Arizona is getting so much attention from the Presidential candidates is the number of undecided voters here. A recent poll showed 30% of Republicans haven't made up their minds about who they are going to vote for. On the Democrat side, it's almost as many at 26%. So why are there so many undecided voters?
