Gilbert HOA not allowing orange ribbons to honor Preston Lord

Orange ribbons dot the streets of south Gilbert to honor the life of Preston Lord. He's the 16-year-old boy who was beaten to death last fall at a Halloween party. You'll find the ribbons in a lot of places, except for one gated community.
