Lawyers present arguments in lawsuit against City of Phoenix over 'The Zone'

Lawyers representing business owners in a Central Phoenix area known as 'The Zone' accused city officials of using a federal ruling on homelessness as an excuse, in a lawsuit that accused city officials of not doing enough to address a homelessness crisis at 'The Zone.' FOX 10's Justin Lum reports.
