Lawsuit filed against City of Phoenix over homeless crisis

A group of business and property owners in an area near Downtown Phoenix have filed a lawsuit against Phoenix for what they allege is a failure in tackling the city's homelessness problem. FOX 10's Nicole Garcia reports.
