4 displaced after fire burns Phoenix apartment complex

No one was hurt after a fire burned an apartment complex near 16th Street and Osborn early Tuesday morning. The Phoenix Fire Department says the fire broke out just after 2 a.m., and it appears a candle was knocked over, causing the fire. A crisis team is helping the displaced residents.
