As demand for COVID-19 test soars, City of Phoenix votes to expand testing services

In an 8-0 vote, members of the Phoenix City Council voted to expand testing and vaccine services, as the state is in the midst of another COVID-19 surge. FOx 10's Stephanie Bennett reports.
